Expenditures Made to Support or Oppose a Candidate or Ballot Measure:
Reports an expenditure made directly to support or oppose a candidate or ballot measure by a committee to a vendor without the candidates or committee’s coordination or consultation. (No money was given to the candidate or committee being supported or opposed, the money was paid directly to the vendor)
  • The making candidate/committee reports as an expenditure made and also completes this section to provide more information about the specific expenditure
  • The receiving candidate/committee, if had coordination or consultation over the purchase, reports as an in-kind contribution received. If the receiving candidate/committee isn’t aware or has no coordination or consultation over the purchase, then they have nothing to report
Candidate committees making expenditures only on behalf of the candidate for which their committee was formed do not need to add those expenditures here.

If the purchase includes printed matter the “paid for by” disclaimer is of the committee making the expenditure.

Examples: Advertisements, signs, newspaper, radio or television ads, direct mailers to support or oppose a candidate or ballot measure, etc.
