Committee Disclosure Report Cover Page:
Contains basic information regarding the committee and the report being filed.

Report Information:

A committee discloses its campaign finance activity on disclosure reporting statements, consisting of either a:

  • Full Disclosure Report, which includes
    1. Committee Disclosure Report Cover Page
    2. Series of forms itemizing the committee’s receipts, expenses and debt
    3. Report Summary
  • Statement of Limited Activity, IF
    1. Total contributions received do not exceed $500 since the last time the committee filed a Full Disclosure Report (not a Limited Activity Report)
    2. Total expenditures made do not exceed $500 since the last time the committee filed a Full Disclosure Report (not a Limited Activity Report)
    3. No single contributor has contributed more than $300 during the current reporting period.

NOTE: The campaign finance committee must report any contributions/expenditures that may have been received or made on the next Full Disclosure Report filed by the committee.

A Statement of Limited Activity CANNOT be filed instead of a Full Disclosure Report:
  1. For two (2) or more consecutive reporting period when the total contributions received or expenditures made since the last filed Full Disclosure Report are over $500
  2. For the 30 Day After Election Report if it has a deficit (debt) of more than $1,000;
  3. For the January Quarterly Report or July Quarterly Report if the committee has a deficit (debt) of more than $5,000.

The Missouri Ethics Commission recommends every campaign finance committee file at least one full disclosure report annually.

Time Period Covered by this Report:

The time period covered for a Full Disclosure Report is from the day after the closing date of the last Full Disclosure Report filed through the closing date of the current report being filed (not last Statement of Limited Activity Report filed*).

The time period covered for a Statement of Limited Activity Report is from the day after the closing date of the last report filed through the closing date for the current report.

§130.046 RSMo - specifies time for filing of disclosure, periods covered by reports, when certain disclosure reports are not required and when supplemental reports may be required.

*Remember…if you filed a Statement of Limited Activity Report, any activity that you did have during that reporting period must be carried over into the next reporting period and thereafter until the requirements for filing a Statement of Limited Activity Report are no longer met. At that time the committee must file a Full Disclosure Report disclosing all activity since the last time the committee filed a Full Disclosure Report and must change the beginning date of the time period covered to the day after the closing date of the last filed Full Disclosure Report. To aid in record-keeping and reporting requirements, the Missouri Ethics Commission recommends that every committee file a Full Disclosure Report at least once per year.

Election Information:

Enter the date and type (primary, general, or special) of the election. This information is not required for quarterly reports.

§130.041.2 RSMo - Election Cycle:

  1. In the case of a candidate committee, the election cycle shall begin on the date the candidate became a candidate according to the definition of the term “candidate” in section 130.011 and end at 11:59 p.m. on the day of the primary election, if the candidate has such an election or at 11:59 p.m. on the day of the general election. If the candidate has a general election held after a primary election, the next aggregating period shall begin at 12:00 midnight on the day after the primary election day and shall close at 11:59 p.m. on the day of the general election.

  2. In the case of a campaign committee, the period shall begin on the date the committee received its first contribution and end on the closing date for the period for which the report or statement is required.

  3. In the case of a political party committee or a political action committee, the period shall begin on the first day of January of the year in which the report or statement is being filed and end on the closing date for the period for which the report or statement is required; except, if the report or statement is required to be filed prior to the first day of July in any given year, the period shall begin on the first day of July of the preceding year.
