About Electronic Filing
The Missouri Ethics Commission offers several web-based reporting filing systems.
Campaign Finance
This reporting system is used
by registered committees to file their disclosure reports. A continuing committee
making contributions greater than $15,000 and all candidate committees for statewide
office and the General Assembly must file electronically. All candidate committees
for public office in any city, country, or special purpose district (schools, fire
boards, ambulance districts, etc.) may electronically file their campaign finance
disclosure reports with the Commission. Filing electronically with the Commission
fulfills the local reporting requirements.
Steps to Become a Committee Registered to File Electronically:
- Complete and mail to the Missouri Ethics Commission the
Statement of Committee Organization or, if a local candidate committee, send
to the Missouri Ethics Commission a copy of the committee's completed Statement
of Committee Organization on file with the local election authority and
- Complete and mail to the Missouri Ethics Commission a
Personal Identification Application and Local Campaign Finance Reporting Waiver
form. To expedite your online filing, you may fax the form to (573) 526-4506, Attn:
Campaign Finance and submit the original by mail to the Missouri Ethics Commission
and
- Receive the confidential password from the Missouri Ethics Commission. The password
will be issued by the Missouri Ethics Commission upon receipt of the above items.
This password allows the committee to begin electronically filing all future campaign
finance disclosure reports

Your Campaign Finance User ID "MEC ID" was provided to you following the registration
of your committee and will be in one of three formats, (C000000 or C000000E or A000000),
being a minimum of 7 and max of 8 characters.
You may find your MEC ID by doing a
Committee Name Search on our web site, contacting our office via email at
helpdesk@mec.mo.gov or by phone at 800-392-8660.

Filing Electronically Using an Import Function

You can file electronically using a
software vendor certified
by the Missouri Ethics Commission or by importing data from a Microsoft Excel file.
Data can be imported into the following designated reporting sections:
- Contributions and Loans Received (form CD1 section A)
- Itemized Expenditures all Over $100 (form CD3 section B)
- Contributions Made – Regardless of Amount (form CD3 section C)

Lobbyist
All registered lobbyist must register with the Missouri Ethics Commission and must
electronically file their
monthly expenditure reports using the electronic reporting system.
Steps to Become a Registered Lobbyist and Electronically File:
- Complete the
Lobbyist Registration Form
- Print and sign the completed form
- Mail the completed original form, with a $10 check made payable to the State of
Missouri, to the Missouri Ethics Commission
- Receive the lobbyist ID and password from the Missouri Ethics Commission. The lobbyist
ID and password is emailed to the email address indicated on the Lobbyist Registration
form. This password allows the lobbyist to electronically filing all future monthly
reports.
Forgot your User ID?
Your Lobbyist User ID “LOBID” was provided following your registration via email
and will be in one of two formats, (L000000 or L000000A), being a minimum of 7 and
max of 8 characters. Note: the trailing alpha character could be A through Z.

Political Subdivision – Personal Financial Disclosure
Political subdivisions can file their
Annual Operating Budget statement and
Required Filers List electronically. There is no registration required;
all political subdivision are eligible for
electronic filing and are provide the appropriate information through paper
correspondence from our office at the time filings are due.
Forgot your User ID?
Your Political Subdivision User ID “Subdivision ID” was provided on correspondence
notifying you and requesting information from the subdivision. The Subdivision ID
will be in the format: S000000 being exactly 7 characters in length.
